Marine Department senior ship surveyor in the marine accident investigation branch Ho Wing-hong said the fire broke out in cargo holds six and seven in containers that were believed to contain dangerous goods.
He told the fire started on July 2 while the ship was outside Hong Kong waters. The 2006-built vessel steamed into Hong Kong to allow firefighters and fire boats to tackle the incident. The ship is anchored at the South Lamma anchorage with extensive damage ahead of the accommodation block.
Mr Ho said it was too early to assess the extent of the damage of the Panama-flagged vessel which is owned by Shoei Kisen Kaisha and operated by Mitsui OSK Lines.
The ship is classed by ClassNK and insured through the Japan Shipowners Mutual Protection & Indemnity Association.
