There are specific requirements for cargo to be eligible. This cargo should clear customs at Qingdao's Qianwan port area or Wuhan's Yangluo port area and must be carried by water to Shanghai's Yangshan Bonded Area by two designated carriers, Shanghai Puhai Shipping and Sinotrans Hubei Company. Even the ships participating the pilot scheme are designated, which are Yong Yu 016, Yong Yu 018, Xin Bin Cheng and Xiang Lian.

 Also, the exporters must apply for qualification before they can take part in the scheme. Qualified exporters can get their tax rebate at the customs of Qingdao or Wuhan after their cargo has arrived at the port of Shanghai.

 Expert opinions said that the new project can help Yangshan attract more transshipments.
