The Yemeni Maritime Affairs Authority has issued a circular about the requirement for ships and oil tankers to hold an insurance certificate or financial guarantee related to civil responsibility for harmful effects of oil pollution.
The circular, dated 20 April 2009, states:
All Yemeni ships and oil tankers that hold more than 2000 tonnes of crude oil from all ports and stations of Yemen and from/to them or passing by this area should hold insurance certificate or financial guarantee to cover their responsibility to prevent the harmful effects of oil pollution. A copy of such documents should be given to the corporation and that document should be valid as long as the ship or tanker remains in the zone mentioned according to the protocol CLC92 and its supplements.
All foreign ships and oil tankers that hold more than 2000 tonnes of crude oil should forward to the corporation on its arrival to any Yemeni port or station or near the free from pollution zones, insurance certificate or financial guarantee to cover their responsibility to prevent oil pollution harm. That document should be valid as long as the ship or tanker remains in the zone mentioned according to the protocol CLC92 and its supplements.
Officers at Yemeni ports and naval stations are ordered not to allow any ship or tanker to enter unless they hold the insurance certificate or financial guarantee as mentioned above.
