The US Federal Maritime Commission has refused, by a unanimous vote, a request by the Transpacific Stabilisation Agreement for an expedited review of a proposed amendment designed to allow TSA members to join talks about curtailing capacity.

This means the amendment would not now go into effect until at least February 1, when the review period ends.

The rejection of the request for an expedited review, which was filed last month, does not necessarily mean the FMC would seek more information, the FMC has indicated.

The extra time is designed to allow FMC staff to review comments from shippers and other parties who have objected to the amendment.

According to a notice in the US Federal Register, the proposed amendment would provide authority for the 14 TSA member container lines ?to discuss cost savings and more efficient use of vessel and equipment assets and networks?.
